California Governor Gavin Newsom is set to sign a bill regulating AI-generated content after Elon Musk shared a political ad voiced by AI imitating Vice President Kamala Harris. Newsom expressed concerns about the legality of manipulating voices in such ads and aims to address the issue through legislation. The bill, AB 2655, known as the 'Defending Democracy from Deepfake Deception Act of 2024,' seeks to block deceptive content related to elections on internet platforms.
The proposed bill would also allow candidates and officials to seek relief against online platforms for noncompliance with the regulations. Another bill, AB 2839, aims to prohibit the distribution of deceptive election communication with malice within specific timeframes. The legislation raises questions about the regulation of parody and satire in election-related materials and its interaction with the First Amendment.
