A bill has been filed in the House of Representatives to regulate the use of artificial intelligence before the May 2025 midterm elections in response to cybersecurity threats and deepfakes. House Bill 10567 aims to address the threat posed by deepfakes, which are digitally altered images and audio or video recordings that misrepresent individuals. The bill seeks to penalize producers or distributors of deepfake materials who do not disclose that the content is altered.
The bill's author, Rep. Luis Raymund Villafuerte, highlighted the importance of regulating AI technology in light of the warnings issued by the Department of Information and Communications Technology (DICT) Secretary Ivan John Uy. Uy emphasized the risks associated with deepfakes and generative AI tools in the electoral process, especially during elections when these technologies can be used for political gain. The DICT has raised concerns about hackers potentially using deepfakes and AI to manipulate the results of the 2025 polls.
